I don't think he was ever indicating that we should start making regulations right now. I got the sense that he was planning for when that technology starts to come out that we can have some plans ready.

Imagine if we just planned for a lot of other technologies before they came out that we didn't think would have. We could have avoided some serious problems. It is obviously a balance of fostering innovation vs safety regulations, but some safety considerations are a must in my opinion.
